Transfer Rater: Julian Weigl to Manchester City, Ruben Neves to Manchester United

Things change in the blink of an eye in football. The Football Whispers Index takes the latest transfer rumours and gives them a score out of five; the higher the score, the more realistic and reliable the Whisper.

Here are today's top five emerging whispers. And keep an eye on Transfer Talk for all the latest gossip.

Julian Weigl to Manchester City

City don't possess too many weaknesses but defensive midfield could become one in the future and Pep Guardiola has identified Borussia Dortmund's Weigl as the long-term replacement for Fernandinho. According to the Daily Star, City have been quoted £68 million for the Germany international who Guardiola knows well from his time in the Bundesliga with Bayern Munich. At 22, Weigl is 11 years younger than Fernandinho while City's only other option in that area is Ilkay Gundogan.

Alessio Romagnoli to Chelsea

Maurizio Sarri is looking to Serie A to bolster his defensive ranks with the Chelsea manager considering a swoop for Milan's Romagnoli or teammate Mattia Caldara. Calciomercato believe the Italian internationals are high on Sarri's shortlist as he looks to construct a title-winning squad with Gary Cahill and David Luiz not part of his long-term plans. Centre-backs Romagnoli, 23, and Caldera, 24, however, are both under long-term contracts at San Siro so would be expensive additions.

Ruben Neves to Manchester United

United are prepared to go toe-to-toe with Manchester City in the race to sign Wolves midfielder Neves. The Portuguese, 21, has made a seamless transition from Championship to Premier League and City manager Guardiola is a huge admirer of his distribution at the base of the midfield. However, Metro report that if City make an approach in January, United are ready to spend £60m on the Portugal international and hope Jose Mourinho's close relationship with agent Jorge Mendes can give them an edge over the champions.

Piotr Zielinski to Real Madrid

Los Blancos have been interested in Poland midfielder Zielinski since last year after being recommended to the board by former coach Zinedine Zidane. The European champions are now set to make a firm offer although Napoli are in talks with the 24-year-old over a new contract which will include a release clause between €100m-€120m. Calciomercato claim that Liverpool and Manchester City are also interested in the Pole, who joined Napoli from Empoli in 2016.

Cesc Fabregas to AC Milan

Fabregas looks to be a victim of Sarri's reshaping of Chelsea and Milan are poised to offer him a route out of Stamford Bridge. Fabregas is yet to start a Premier League game under the Italian and Milan have long held an interest in signing the Spain midfielder. Corriere dello Sport report that with Fabregas out of contract next summer he's free to talk to potential new clubs in December and the Rossoneri may finally get their man.
